Can Landlord Increase Security Deposit after 8 yrs?

I'm a tenant in California (not in a Rent-Control area), I've rented a duplex for 8 1/2 years on a month-month basis. Until February this year, my rent has always been $475 (same for other 3 units). In February, the owner sold the property. The new landlord increased our rents to $750 starting April 1st. Of course the tenants weren't happy with the increase considering the amount of repairs necessary, but amount is comparable to other units in the area. Today, over 5 months later, the landlord placed a note in our mailboxes informing us that the "Security deposit shall be increased by $275 as of October 1st". Can the landlord increase the amount of a deposit that was paid over 8 years ago?

Can the new landlord increase the amount of your security deposit? This depends, in part, on the type of tenancy that you have. If you have a lease, the new landlord can't increase your security deposit unless this is specifically allowed by the lease. For periodic tenants (those renting month-to-month, for example) the new landlord can increase security deposits only after giving proper advance written notice. In either situation, the total amount of the security deposit after the increase cannot be more than the legal limit (see Rules Rules Governing Security Deposits).
