Can my employer cut my hours in retaliation?

I work in KY. I'm a part-time employee. When my employer was struggling with staffing issues, I was scheduled to work full-time and often overtime. I requested to be made full-time so I could get benefits. My employer told me this would happen and it never did. Then my employer changed the clock in times and it varies daily from 5am to 7am. I was late to work because it was all so confusing, took my disciplinary action for it, but then they cut my hours to 12 a week from the typical 30-40 I was working. They are using "as needed" employees to cover the open shifts although I've asked that my hours be increased since they are currently running ads for full and part-time openings. I got my new schedule today and now they have cut my hours to 4 hours a week. They have increased the as needed employees hours. I was told this was punishment for being late. Is this legal? What can I do?

Retaliation against an employer for being late, even if that's what's happening, is quite, quite legal.

Apply for UI and hope that you qualify for partial UI to make up the wage loss with the cut in hours.

Heck, at 4 hours per week, you might even have a good cause quit available to you. What's the distribution of the hours? One hour per day 4 days a week where it's not even worth driving to work because 50% of your pay goes to gas?

And while anybody can file, anytime, it is entirely possible there are not going to be enough wages to make up even a fair sized claim, and that KY system WILL NOT see the paucity of hours on what has always been a part time job as a good reason to quit. Employers have quite handily treated employees this way for years and they are rarely able to quit such jobs and find themselves eligible for unemployment benefits. I'd strongly suggest this person read the handwriting on the wall and in this time of lots of hiring going on, get going and find another at least part-time gig instead of trying to force more hours out of this employer who is obviously burned on this employee personally.
