What is the name of your state (only U.S. law)? Florida

We live in a community with a PPOA in Florida. We have a community pool with written posted rules. Recently, the board changed these rules and many homeowners feel that these rules may be unfair. There was no meeting held, nor was our community allowed to vote on these rules. One particular rule was to eliminate all alcoholic beverages from this area. This is a community pool where some residents hold parties etc. My question is can the board change the pool rules without a fair vote, etc. The old pool rules are still posted but was have been told to "look" for new signage to come.
