In June of this year my town instituted a pay as you throw program. Trash bags cost between $1.50 & $2.50 per bag. There are also 2 private contractors who will pick up your trash for $1.00 per bag. The town has said that you may use regular trash bags, and place all these in town approved bags. You do not have to put a town trash bag curbside until it is full. They have also said that you may not use the private contractors, yet. Many residents have contacted the private contractors because they are cheaper. Most everyone else is composting and recycling and generating less trash. I'm sure some are also finding other ways to dispose of their trash, legal or not.
At the town meeting on Monday, it was decided that the names and addresses of those who didn't put out a town trash bag this week will be published in the newspaper to let all residents know who is not supporting the town program.
Does this violate any personal rights? It seems like a humiliation/intimidation tactic to me.
Any help or insight you can give will be greatly appreciated.

I see nothing illegal about it. Just as it would NOT be illegal for someone to take the trash of every council member and release to the public what they threw away.
