My brother-in-law has a child from another women whom he dated back in high school. He has been paying child support for the past six years as necessary. However, he has had no communication or relationship with the child or the mother since then. The mother is married and has other children, so does my sister and him. My question is, can he give up his paternal rights and financial responsibility since there is and will not be any type of relationship?

If the Mother's husband is willing to adopt the child then he could. If not, he has a financial obligation to that child. Regardless if he has contact with the child or not, it has no bearings on child support.

If the step Father does not want to adopt the child (accepting full financial responsibility for the child) then your brother still has to pay.
