What is the name of your state? NJ

This may be a dumb question and I am sorry if it is but I was wondering do I have to have my plates turned in and get a recipt before I cancel my auto insurance or can I just call up my insurance and cancel it on the spot then later turn in the plates?

In most states, you are not only insuring the car but also the tag, therefore you need to turn in the tag prior to canceling insurance.

If you're changing insurance companies, proof of new coverage is sufficient for cancelling old coverage.

But otherwise, you need the DMV receipt to give your insurer before they will cancel your policy.
