What is the name of your state? Arizona

I recently filed against my ex for failure to obey his child support court order. Daughter is 8, father has never paid or even showed up to court. Then I get a letter from the state saying that they will not allow contempt charges to be filed because child is not covered by indurance. I was ordered to pay for insurance because I am custodial parent and father has never paid anything or even bothered to show up for court. To insure my child through work would cost me 178 dollars per pay check, So a little over 300 a month. I filed contempt in hopes that I would then have a means of paying for her health coverage. For the last 6 years I have paid cash out of pocket for any and all medical services she has needed and some just because I was an over protective parent who wanted to be sure little things would not turn into big things. Anyway my question is... Can state refuse the right to file against ex for not paying because I cannot affard to pay 340 dollars a month for insurance? Also can I have the child support order changed to make him responsible for supplying medical coverage only? :eek:
