My stepfather loaned my ex money to buy a car 3 years ago. My stepfather titled the car in my ex's name and he is a lien holder on the title. My ex has never payed a payment and has since left the state and we do not know where to locate him. We have the car and the title, how do we repo the car? State is Pennsylvania. Thank you.
