What is the name of your state? Minnesota

Can you patent a card game? A friend of mine made up this game and wants to know if it can be patented because it could be played at Casinos and etc...

Yes, you can copyright and/or patent a card game. Copyrighting is cheaper :)

In fact, I saw a gaming convention on TV were people were showing their gambling wares--including card games. However, be warned. They don't want to see a cool, fun game. They want to see the math equations behind it which gives the house a certain guaranteed percentage. Before marketing such a thing, you need to go get (or do) the math. Without that, you have nothing of value.
