change in child support

What is the name of your state (only U.S. law)? PA

ok now before everyone jumps on me, I want to say that I am posting this question for my uncle. He lives about 40 miles from me and doesn't have computer internet access and will be on this site as soon as he can get it. Little background:

He is or was a truck driver for MACK trucks. he was laid off due to the massive cutbacks last month. He has a 5 year old son, my cousin, whom he shares 50/50 joint legal and he has visitation every tues. and thurs. from 5-9pm and EOW. Now, he is court ordered to pay $623 a month in child support to his ex. He lost his job and is unable to pay that much money. He is collecting unemployment right now and is presently searching really hard for a job but not really having any luck because truck companies just are not hiring. he is barely making his payments on his house and bills due to this layoff and thankfully we have wonderful relatives helping out. However, he just can not possibly afford $600+ a month right now. He can afford to pay $400 and still maintain his bills with his savings and unemployment and the help he is recieving. My cousin is still very well cared for and has all necessities and food and everything a 5 year old would need. He is in no way neglected nor will be neglected if the child support can't be lowered. His mother does have a full-time job and is married and can afford to still support my cousin even with $200 less for a little while.

Few Questions:
1) How would he go about getting the child support decreased until he can obtain full-time employment again?
2) Is there any way he can file for a decrease without having to pay a lawyer?
3) Or is he just going to have to pay what he can and than just get hit with back child support when his ex's attorney goes after him?

His ex has a phenomenal lawyer and my uncle just can not afford attorneys fees after the tens of thousands he has already paid to his lawyer. he does not in any way want to get out of paying for his son. after 5 years of consistent payments he has hit a rough patch financially and just can't afford that much right now. any help would be appreciated.

and again, i know he should be posting this and I am directing him to this site as soon as he can get internet hooked up. Right now having internet access just isn't a top priority for expenses and this board is about the only place I could think of to get the right legal answers to those 3 questions. thanks

Your Uncle should pay the 400.00 a month like clockwork. He can also try filing to modify child support as well. He does not have to have an attorney to do so. He can get the forms at his local county courthouse. Paying the 400.00 a month will not stop him from having arrearages (until or unless he succeeds in getting a modification) but it will cause him less problems than not paying at all.
