The State is Oregon

Under Oreogn law, any litigant is allowed a change of venue or a change of Judge.

This particular Judge has shown extreme prejudice and threatened sanctions if the attorney were to continue a particilar case. Now a related matter is coming up. The same judge has "reserved" the case for himself, and refuses to have another Judge assigned tothe case.
