Yes, they do. In the old days, they'd have stamped your passport with the denial to clue in other agents to look into things further. They do not need to do that now. All your visa information is available to all the CBP/CIS guys.

I came to USA with my B2 Visa, but POE officer didnt seem to know I have denial of F1 visa from home, so is it he didn't have time to dig my profile ? USCIS will get time to dig my profile when I apply for Change of status B2 to F1?
