My wife and I are in the US on tourist visas which are valid till Jan,2001.We want to stay and buy a home here. Is it possible to apply for a change of status, or would it help if we left before Jan 2001 and then returned.I have a pension and do not want to work.Are we allowed to buy property?

You can not change status from a tourist visa unless you marry a US Citizen. If you leave and continue to come back, you will one day be stopped and refused entry.

I do not know of any way you can remain in the US, I suggest a quick call to an immigration attorney for a solid answer.
