One child - unmarried couple;
Mother struggled with drug addiction;
Father filed for custody - was awarded temporary custody in San Joaquin County 2005;
Mom overcame drug addiction - child returned to mom in 2005;
Father in and out of child's life - visitation order not adhered to - upon agreement usually;
Mom and child moved to Stanislaus County;
Father re-appeared;
Mother wants to adhere to court ordered visitation - Father angry says going back to court;
Mom wants to change jurisdiction of case from San Joaquin to Stanislaus county which has been her county of residence (along with the child) now for two years;
Mom wants visitation order reviewed as child is now school age dads work schedule no longer accommodates original visitation order;
Father has no home address claims to be living in hotel;
QUESTIONS: How does changing jurisdiction work? Father is the one that set custody and visitation into motion originally - will mother now be the respondent? Finally, can she qualify for fee waiver?
