Changing my child's name

I live in Pennsylvania before marrying my husband of 10 years I had a child to a previous marriage and another one shortly after our breakup to another man. Neither one of my sons fathers have seen or paid child support in at least the past ten years. I wanted my husband to adopt my sons so at least they wouldn't feel out of place having different last names than the rest of our family/children. My husband doesn't want to adopt them for some unknown reason. Can I still have their last names changed to mine? How? My sons are 13 and 11.

You would have to petition the courts, notify the fath at the last known address and if there is no contesting, you can change their last names to what ever your little hear desires...
