charges dropped or reduced?

What is the name of your state ? Wisconsin.

A friend was arrested and charged with 2 felonies and 2 misdemeanors for domestic violence. The "victim" wrote letters to the DA and the judge and dropped them off yesterday. The preliminary hearing was canceled for today. She also spoke extensively with the DA today, taking full responsibility for the crimes committed which was also stated in the letters. My friend has other legal issues in another county, one warrant for unpaid fines and another for not reporting to his PO. The $5000 cash bond was reduced to a signature bond today and he is being transferred to the other county to resolve those issues. Does this mean the charges were reduced or dropped or is this typical if the courts are overburdened with other cases?

What does your attorney say? It's highly unlikely that the charges were dropped because courts recognize that victims of domestic violence often "change their minds" or claim that what happened was "their fault."
