Child Support not going to child

My mother has custody of my nephew, however he has not lived with her for 3 years. He is back living with his actual mother. However, my mother (his grandmother) still has legal custody and is still recieving his child support via garnishing of wages from his father, BUT is not forwarding the child support to my sister to help support my nephew. What if anything can my sister do to get the child support from my mother, without a huge legal fight? She can't afford the huge amount of money that is needed for a retainer fee for a lawyer that could possibly scare my mother into forwarding the child support to my sister.

Plain and simple, she needs a Family Law attorney. Help her to start saving her sheckles.
