What is the name of your state (only U.S. law)? Pa
Driving on i80 eb.. took exit 241b usually slick but this day it was covered with black ice and snow over that i observed two cars under the over pass who had apparently made contact i paniced and braked relizing my car was already on snow covered ice and sliding i pumped the brakes it sent me barreling for the guard rail end stop.. which i hit hard and began to slide down into the revene i pulled the e brake on and halted the car from moving downward. I just recieved a citation in the mail stating i was driving on roadways laned for traffic.. failed to drive within a single lane and or movement from lane was not made safely.. weather conditions.. get this no adverse conditions... that is a blatant joke.. had they ashed or salted or even plowed the roads prior to this the two other cars would not have collided and caused me to panic and cost me damage to my car . I am disabled i have not been in an accident in over 10 years. I find it insulting that this officer who told one of the other drivers: "there is no such thing as an accident.." has the nerve to cite me for something the road crew should have paid more heed to prior to these events. The scanner indicated they were to attend to this ramp 4 hours previous to the accident had they done so there would not have been any..so who is paying who to prevent basic maintainance Of roadways ... money game.. i want to sue for my damages since i did not have full coverage as it is over 10 years old but still drivable if the roads had been clear.. the highway was the interstate was but the ramp was ignored and it cost me money i do not have ...

You KNOW the exit ramp is usually slick, yet you still drove at a rate of speed the didn't allow you to control your vehicle...right? How is it not your fault? As for the damage to your vehicle...well, you rolled the dice and lost. Next time, make sure you have appropriate coverage.

Whether or not they failed to clear the ramp doesn't obviate the need for you to operate your vehicle safely. The state is not responsible for you leaving the roadway either to excuse the ticket or to pay for the damage you caused to your car as a result.
