City Expanding Water Treatment Plant

Hello and thanks in advance for your advice.

I own a property in South Florida that is next to a Water Treatment Plant that has been expanding since it first went online back in 1999. During that time (1999 to Present), the City has purchased most of the property around my home which sits on 12,000 Sq Foot lot calling it a "buffer zone" for the smell. The City has literally erecting walls 10 feet high down the whole block next to the plant, demolishing all the homes that used to be there.

I recently got home from an extended business trip on the West Coast that lasted 2 months and when I opened the front door to my home, I was amazed at how strong the smell was. My whole house smelled like a sewer. I just got threw upgrading my home spending a total of $12,000 in the last 6 months.

Now the city is sending me notice of a code violation for having two many shingles off the roof of my house basically ordering me to spend $2,000-5000 on a new roof.

Why should I spend more money on a property that is loosing it's value every day due to the smell. I could never sell this house because of that and I believe they know that. I just brought my house out of foreclosure 6 months ago and I believe the City was looking to pounce on my property but I stopped the foreclosure process just in time.

My thinking is this. I know I have legal recourse regarding the smell coming from the Water Treatment Plant but what is the best way to proceed? I looked into Condemnation Lawyers for a good friend of mine regarding this same issue about a year ago as he owned 2 empty lots that are literally 2 lots down from my house so I have a lot of background information and research already completed as to the overall plans the city has in the future.

Does anyone have any immediate thoughts regarding the above. Anything would be greatly appreciated as this site has always been really good in that regard. It's always good to see there are people out there genuinely looking to help others.

**A: the teatment plant was already there before you bought your property correct?
