I received a certified letter in the mail yesterday from a law office in Houston, TX. The letter stated that I owe money to the "Association", according to Harris County Real Property Records and the Amended Declaration of Restrictive Covenants for our subdivision. My elderly parents and I have lived in and owned this house since 1983, and have never received any notice such as this. If I do not respond to the letter in 30 days, the Association will file suit against me! Should I go ahead and pay?

No, unless you agree that you owe the money and know exactly what it is for.
Send a response letter back requesting the documentation explaining what the charges are for and why you are obligated to pay them.
It appears that you are a member of the HOA and there may be dues or some kind of assesment due and owing.
