Can you please tell me what a Civil Judgement is and can a person have a Civil Judgement filed against them and they not know it. Would appreciate a response.

It's a judicial ruling or determination made concerning the rights of individuals (as contrasted with a ruling or determination made pursuant to criminal, military, regulatory or international law), and yes, in the US, your due process rights entitle you to notice of a claim made against you and the opportunity to defend yourself against that claim (the assumption being that you are not the one making the claim and seeking a civil judgment in your favor).
