civil relief act??

I have a friend ..going through a divorce.
Her husband has hired an attorney to draw up papers.
One of the request that they are asking her ..is to waive her rights..and said something to the effect of " the same as the civil relief act."
Neither of them are in the military nor have they been.
Why would she waive any right..and what is the civil relief act?

without knowing exactly what the agreement states (word for word) there is no way to advise your 'friend'. Tell her to take it to an attorney for face-to-face advice.
