Is it legal to have a civilian riding with the officer (father in law). This civilian was allowed to carry my purse - fully open for quit some distance. Are either of these tow things really legal??

Civilians are allowed to ride with the police.
Why was the civilian carrying your purse? Crossdresser maybe?
