What is the name of your state (only U.S. law)?
New York

Are people allowed to file code complaints without any evidence. My neighbor filed a code complaint about the interior of my house and the inspector is coming to take pictures. Code complaints are confidential. How can I find out the name of the neighbor who filed the complaint so I may file trespassing charges against her. She would be witness to the interior of my house only if she entered my house and I have never invited her into my house. The interior of my house cannot be seen from the street. While I was on vacation this spring someone broke into my house and I believe it was this neighbor. She left both the front door and the back door wide open.

Also how long after a threat can I file for an order of protection? This neighbor and her brother in law next door to me have threatened me and I am afraid of them. I may have to sell and move elsewhere.

Why not just refuse entry to the inspector? He is a government agent. He has no right to enter your home without a warrant or your consent.

And you have no obligation to even talk to him. You are free to, and well advised to, invoke your right to remain silent and your right to an attorney.

When you refuse entry his choice is to go away or cite you for something he can't see.

If he cites you, you can choose to ignore it and let it escalate to where it eventually goes to court and then you will have the constitutional right to confront your accuser despite the code department's cloak of confidentiality.

In court, he will have to produce his witness or the case gets dismissed as long as you haven't said or done anything that provides evidence that can be used against you.
