What is the name of your state?
Oregon

My friend worked for a company that pays commission for hooking up internet cable. There were some days that he was given a couple of jobs that required spending hours to complete or were impossible to find. Is it legal that they need only pay him commsiion for these jobs and not an hourly rate? Theoretically he worked over 10 hours on some days but got paid commission for only the jobs completed. Is this a legal matter for the wage and labor commission?

It's legal as long as the commissions paid equates to his being paid at least minimum wage for all the hours he worked. If your friend thinks this is not the case or wishes to discuss this further, he should contact his State's Department of Labor.
