What is your state? PA,

I currently work as a salaried employee with a commission agreement. The agreement states that I will receive my commissions one month after the receipt of the monies from the customer. The company changed this to quarterly without notice, which I accepted since it ment a larger sum at one time. The company is two weeks late, and now they announced that the commissions would be withheld until all employees complete safety training. Is this legal, and what resource do I have?
