What is the name of your state? California

For two years my neighbors and I have been calling our HOA management group regarding a lamp post that fell down two years ago. They hauled it away promptly, but they have not replaced it (even though it was in a common area and is is part of the maintainance of that area). We have brought this up at board meetings, but it has not resulted in the matter being addressed. We have gotten the run around for two years (ie., "It is on order.", "We should receive that lamp post and have it installed in six weeks."). Is there an agency or entity to whom HOA are accountable for holding up their end of the bylaws and agreements?

**A: yes, that entity would be the condo owners that make up the HOA.
