Here is what my court order states:

COMMUNICATION: Between the parties concerning visitation shall take place through email where possible. Shall only be between the parents. A phone number shall be provided for communications with child for telephone visitations while child is the care of either parent. The parties have a duty to facilitate communication between the child and the other parent. The child shall not be used for the transfer of messages or the conveyance of information by the parents.

Twiddle's cell phones no longer work. According to the message I get when called it states they have disconnected. Little man is getting ready to go to the Mr. Twiddle's for some of his summer visitation. A few weeks ago I ran into them at Wal-Mart (while little man was in school) asked them about the cell's they started screaming at me that the reason they did have them any longer was because they had to pay me CS. I ask them to please give me a number to get touch with you, what happens if little man gets hurt. I tried to explain that Little man cut his hand open and I thought I was going to have to take him for stitches and I had no way of calling to let him know.

Little man was over there last week for the week and I had no way of calling him or him calling me. I don't normally call on "his" weekends but if little man is gone for a week I atleast call 2x to check in with him. When he came home he stated that he wanted to call me but they wouldn't let him use a phone.

My thought is I can add a phone/line to my cell bill for little man. I checked with the cell co. they said I can restrict the phone if needed. IF I do that and they take the phone away is there anything I can do?

I am really uncomfortable with sending him over there without a way to get in touch with ANY of them.

You can provide a cell phone. Unfortunately, you cannot guarantee that they won't take it away from him. However, if you restrict it, they cannot use it for themselves.
