you have to purchase a license to be able to broadcast the music. There are various agencies that handle the licensing, each for a variety of artists.

You can probably ask the DJ who he purchased his licenses from. If he didn't, then he shouldn't be doing what he is doing.

The "MIX" in my opinion most likely DOES NOT have sufficient creative content in it's own to merit copyright or other IP protections.
Of course as a broadcast station you MUST have the PERFORMANCE RIGHTS for any music you play (ASCAP, BMI, SESAC, etc....).
