What is the name of your state? Ohio

I recently received a letter from my Condominium Association that reads ...

"It has been observed that:

Grill on patio needs to be removed and bear run in front window needs to be replaced with proper window covering.

Please take the necessary steps to correct this violation immediately. If violation is not corrected a fine will be assessed to your account"

I received a policy manual from my Condominium Association when I first purchased my condo. It is dated 2/15/2000. In it, it reads:

"Items on deck/patio must be kept orderly. Items that maybe placed on decks/patios include: patio furniture, grills, hanging plants, flower boxes, firewood for fireplaces in an appropriate container"

So, to get to my questions:
1. Can they single me out to remove my grill if it states in the policy manual that I am allowed to have one.
2. If they have changed the policy manual since 2/15/2000, arn't they required to send me some sort of notice before I get this rude letter. If the policy has changed, can I dispute it in any way.
3. There is nothing in the manual about "proper window covering". If I decide to hang a blanket over my window from the inside, instead of blinds, arn't I allowed to do that?

My response:

This has nothing to do with law. This has everything to do with your HOA Rules. We don't do "rules". This is a law site.
