Condo Association refuses to submit my claim

My air conditioner was damaged by outside workers contracted by the condo assocation. The bx wire leading from the condensor to the side of the building was ripped out of the electrical box attached to the wall. It cost me $80 to have an electrician reattach the wire. My association sent a letter to the contractors but they wouldn't pay. I requested that the association manager submit a claim to the association's insurance but he refused, stating that there was a $2500 deductible. As the injured party, why would the deductible pertain to me? Should he submit the claim? If not, what other recourse, if any, do I have?
