condo board -- create rental caps

What is the name of your state (only U.S. law)? I live in MD. Currently our condo assoc. rules does NOT include a rental cap concerning leasing the units or any language concerning rental caps. We received a letter on June 23rd that the Board will vote on creating an Amendment to the current leasing rules on July 18th. They want to create a rental cap of no more than 25% of the units. This new rule will become effective in August 1st. My question is does a 5 person board have this power to amend a rule like this or legally does it have to be a majority of the homeowners?
