Condo Board overrides city noise ordinance

My condo board recently approved construction to begin at 7:30 a.m. throughout the building (both inside and outside), which consists of very loud drilling that can be heard in every unit. However, the City of Chicago noise ordinance claims that loud noise cannot begin until 8 a.m. Am I correct in believing that a condo board cannot override a city ordinance?
