I purchased a condo that has a one car attached garage in Denver CO.
For some reason, there is a parking lot between two of the condo buildings right behind the garages.
This is a very small parking lot and it is very difficult for owners/tenants to enter or exit their garages due to vehicles parked in this parking lot.
It can be done, but very very tight fit, but only with smaller compact cars parked in the parking lot.
It is impossible for owners to enter or exit their garages if there are large vehicles (extended cab trucks and very large SUV's) parked in this lot. The larger vehicles stick out of parking spot and are in driving area that is needed to access the garages.
HOA did put up signs saying "Compact Only Parking" but the truck and SUV drivers, for the most part, ignore and park there regardless that they are blocking access to owners garages. HOA said it was too hard to enforce the compact only parking and took the signs down.
It is hard to image this parking lot is legal!
I did contact some of the owners and advised of problem and, by and large, got a very negative response along the lines of "I have a right to park my truck wherever I want."

I really do not understand the layout of your situation so it is difficult to imagine how these vehicles can be blocking your use but:

The issue is not the lot itself but people blocking your garage, yes? You need to address this with the HOA and demand they do something about people blocking access to your garage. Just as if you blocked that guy with the big old truck from leaving, it sounds as if the same thing is happening to you.

The single car garages are at rear of building and about 40 feet directly behind garage their is a parking lot (space only for compact cars) then another 40 feet there are another set of garages for the condos. I have never seen any other parking lot like this before. The 40 feet is not enough room to get into or exit garage if there are cars parked in this abnormal parking lot. You can barely squeeze in if the is small car in lot but no go with trucks and SUV's. I hope that makes more sense.
