Condo owners rights when billed for excessively priced repair

My question is what rights does an individual condo owner have when presented with a repair bill when the cost of the bill seems excessive, when the condo owner had no opportunity to seek lower cost estimates/approaches to the repair, and the management company who authorized the repair did not use the repair people whom the condo association recommend.

Some details. There was a water leak into the basement storage space of condo owner 2. After a few days the management company called in a plumber to fix it. The plumber told the condo owner1 that the management company would pay for it.

The plumber spent spent 12 hours (to remove and install 8x9' of dry wall in the ceiling) of condo owner 2's basement storage space at a cost of $1479. Then the plumber spent 1.5 Hr (a witness says 35min) to repair a valve in the condo owner 1's home- and charged 499.73. The management company says this small leak was an emergency to justify their actions, but it was not corrected for more than 10 days after it was noticed. No bids were ever taken. They just called the plumber and gave them carte blanche No one from the condo management company saw what needed to be fixed. And who would ever pay plumber rates to replace a small piece of dry wall??? The condo owner1 could have done that, if given the opportunity. The management company won't fight this and billed condo owner 1 and says that owner has no recourse except to pay it.

Insurance paid $1200 of the $1900 bill; So our the net cost to the condo owner if $500. But we think it is wrong to let this stand.

Are there any options.

Your insurance company didn't think so. Pay your deductible and move on.
