What is the name of your state (only U.S. law)? Massachusetts.
Can the owner of a Massachusetts condo be evicted for failure to pay a penalty for a breach of condo rules found in the Master Deed?

in a way, eventually.

He cannot be evicted for failing to pay the fine itself but if he fails to pay the fine and the COA files a lien against the condo and then if they can move to foreclose, he will eventually be evicted.
