Condo without property management!!

What is the name of your state (only U.S. law)? CA
I just bought a condo in a 10 units community with HOA and property insurance. And lately found out no property management company because only 10 units. So owner volunteer to be manager without pay! So he does not take care of problem right away. Here are my questions and concerns:
1) If there is a lawsuit from one of owner or ousider against the community, who is the legal entity that will be subjected to lawsuit?all owners?
2)What can I do as an owner if manager does not response to my complaint i.e gardener does not clean my front entrance and have submitted many requests to manager to take action. nothing happens! Can I stop paying HOA until the problem taken care of because my HOA fee is paying for common area maintenance cost. Can the manager file report to credit bureau or have a lien against my property for not paying HOA?

A professional legal advise is greatly appreciated.

**A: the legal entity would be the HOA, the Board and/or Board members individually.

**A: you need to submit written requests to the Board.

**A: yes, you can and be subject to collection and legal activities a stated in your HOA docs.

Are you certain your front entrance is common area? Maybe it's limited common area and you should just clean that area yourself?
