What is the name of your state (only U.S. law)? PA
My former Chief Union Steward made an agreement with the company to have all scrap metal for him to sell. This arrangement has just come to light recently. Was this not a conflict of interest? He represented me in contract negotiations. And also others in grievences. He is no longer chief steward, so can anything be done about this? What is the name of your state (only U.S. law)?

Not sure what your issue is. If the company wants to give him the scrap metal, they can. If you are suggesting they are using the scrap as a payoff so he will favor the company in any discussions or negotiations, then that is a different story but unless you can support some malfeasance on the part of the steward, I do not see a problem.
