Construction appeal to the Calif Dept of Insurance

Is it possible to initiate an appeal with the California Department of Insurance (Los Angeles), with respect to a construction issue, or if not, where can this be done?

Claimant (who is a friend) could not find a link to file an appeal on the website www.insurance.ca.gov. I took a look and could not find one either. Any leads would be appreciated.

Further details: A bond company affiliated with the California State Licensing Board denied a claim against one of their bonded builders in California and advised that the case can be appealed to the California Department of Insurance. The bond company is located in another state, so the bond agent in question is not listed on the California Department of Insurance website.

I'm guessing that you've viewed the dept's web-site. Did you try the complaint form? Did you try the consumer 800 number? The licensing board also has a complaint form. Since the bonding insurer is not your friend, I'd start at the licensing board.

We could not find a complaint form; instead, the site leads the user step by step through the complaint procedure. The problem is that it gives a dropdown menu that lists the types of insurance to choose from, and none relate to construction bond issues. Most relate to health insurance and other more common types of insurance.

The claimant hasn't tried the 800 number yet; fears it will be a series of confusing menus, but if no one here can help, he will call the 800 number next week.

A complaint form was already submitted to the CSLB; they are working on it. Their main function is to determine if a contractor’s work performed is up to industry standard. The bond complaint (which is different from a complaint to the CSLB) is what claimant is trying to appeal.
