I am currently a firefighter in the northwest, and work under a contract bargained for by the IAFF (international association of firefighters). One of the benifits offered under this contract is the (oppertunity to attend a recruit fire academy)This academy is a 8 week course in which I would stay away from home for 8 weeks and still be payed my regular salary, plus all my lodging, food, and school will be paid for by the city. Here is the problem, while I respect my Chief, he wants me to sigh a seperate piece of paper with conditions in it, for me to go to the acedamy. Otherwise stated if I do not agree to his conditions, I can not go to the academy. One of the conditions is if I don't pass the acedemy I could be dismissed (fired). I have no bad blood between the chief and I, and nor do I want to cause any. Can He make me enter into a seperate contract not neogotiated by the IAFF. Can He put conditions not stated in the contract on a benifit. What should I do.

If the IAFF is a union, then you should immediately contact your union steward. Your employer can't change terms of your employement that the union negotatied for all unionized employees.
