In New York City - Does a Coop Board have the legal right to attach a monthly fee onto the maintenance of a Coop owner for each roommate (under a subletting policy) even though the Coop owner lives in the apartment and the it was written in the contract of sale (but unfortunately not the Proprietary Lease) that the owner had roommates? Is there any legal recourse?
