What is the name of your state (only U.S. law)? Federal

I seem to remember a case that went to federal court not sure to what level but they basically said that a police writing something like this is top 10 speeding trap at the top of the ticket was declared unconstitutional since in prejudiced the defendant. I can't find the case. Anyone know which one I'm talking about?

Why would a police officer write that on a traffic ticket and how is that unconstitutional?

State law matters here, and you did not mention the state. In a number of states the speeding ticket itself is not evidence and not introduced at the trial. Thus in those states it would be impossible for such a comment on the ticket to have any prejudical effect. In my rather quick search of cases, both federal and state, I could not find any that fit the case you think you remember.
