A major multinational corporation based in Illinois stated as part of their termination package, in writing, that merit raises would be awarded and included in the termination package, then, in writing, announced that all raises were being canceled. This corporation has sales in excess of $37billion/annum and currently is moving all manufacturing to expatriate status, including occupying facilities in a communist country. Do the employees stand a chance of recovery through arbitration?

Without having access to the appropriate paperwork and the other facts of this matter, it is impossible for anyone to determine the likelihood of your being successful in arbitration (or even the chance of getting arbitration).

On the surface, if they made a promise in writing and later breached that promise, you could have a cause of action against them.
