What is the name of your state? IL

If I am paying court ordered payments to one creditor, can another still garnish or court order payments? Thanks :)

Not likely. Federal law controls multiple garnishments - unless one of them is child support. 25% of your net is the MAX that can be taken out. If one creditor is only taking 15%, then its possible for a 2nd creditor to get the other 10%. If 1 garnishment for the full 25% exists, then other garnishments have to stand in line and wait their turn. The exception is child support.
