crazy neighbor! Slander???

I live in Ca and have a huge personal problem. I have a neighbor who just will not leave me alone. She has made false reports to CPS and Animal Control. Ahe also gave my name, phone number, physical description, and the general area in which I live to her cousin who gave it to some weirdo. He was given all of the information and told that I was newly divorced (which is not true). Now she is also calling my landlord making false accusations about me, I think in an attempt to get my family and I evicted. I have called the Sherriff's dept and it does not yet rise to the level of criminal harrassment, because she is using county agencies, and not personally harassing me. Do I have enough agencies with reports that have been proven false to file a slander case? Or is there anything legally that I can do?

Actually it would be libel (written defamation). I don't think so, because you will have to go through a lot of hoops to prove she was abusing the system with FALSE information (abuse of process). A better method might be nuisance: unreasonable and substantial interference with your use and enjoyment of property.
