Credit Card Charge Against Customers Wish?

What is the name of your state (only U.S. law)? Florida

I have a written proposal signed by a client with credit card number for a project; 50% was charged already, 50% due upon completion - I have completed all tasks in the written signed proposal but due to an outside issue which has nothing to do with me, the client does not want to use the project until the outside issue is fixed; it has been months now with no fix.

I would like to just make the final 50% charge, I have a signed proposal for this, but at this point it would technically be against the clients will; can I make this credit card charge? Or does the client changing their mind void the use of the signed credit card contract I have?

If you think that the contract is complete then complete your billing.

If the customer has an issue he'll contest it with the CC company.

If ruled in his favor, the customer might not pay you at all & then you would have to sue him for it.

Your call.
