Is it a crime to protest without a permit in Pittsburgh? Police used teargas on protestors at the g20 in Pittsburgh because they didn't have a permit:

Is this really a requirement by law in Pittsburgh? Does it only apply to street protests where the protestors march on the road, so if they protested on the footpath would it be legal?
