If the fathers name is on birth certificate , does he have any rights concerning visitations? He has been giving support, but nothing through the courts.
Can he prevent mother from out of state traveling ,etc?

If you are talking about pure traveling, as in vacations etc., as opposed to moving, no, he can't stop mom from doing that.

He also can't stop mom from moving....but he could rush to court and get jurisdiction estabished in TX....and possibly get a judge to order mom to return the child to TX.
 
A father has no rights to visitation until such rights are established and ordered by a court. A father can Petition the Court for custody, visitation and support but until there is an actual Court Order he has neither rights nor financial responsibilities to the child.

Either party can request that the parties be restricted from moving the child out of the court's jurisdiction but until there is an order regarding it there is nothing that a father can do to prevent the mother from moving with the child.
