Deceased husband CC debt

What is the name of your state? CA

I have a question for a family member.
His father passed away recently and had a lot of CC debt. His mother has Alzheimer's. We were talking at a family gathering and he said they were paying his CC debts from a life insurance policy.
Anyway someone told him they or his mother don't have to pay off his CC debts, to just notify the CC companies and send them a copy of the death certificate.
Is this factual?
And would it also depend on if the CC's are in just his name or both.(they beleive most of the cards were in the fathers name).

who is the beneficiary of the insurance policy?

Is this factual?
No. When someone dies, their debts become a liability of their estate. If there are any assets, the estate is obligated to pay the debts of the decedant. Further, California is a community property state, so any post marriage debts of the husband are equally obligated to the surviving spouse.
The insurance is NOT relevant to the issue.
