my employer contracts another service to implment or to "secret shop" our employees. If the "shopper" isn't qualified to evaluate the employee or dosnt complete the evaluation and gives negative marks on all uncompleted sections, is this defamation? Does the ill report defame the employee if the report is weighted heavily when considered for promotion?

This is not defamation since the employer has a right to determine the quality of his/her employees.

Reporting what one saw, without malice, is never defamation. This type of communication may also be privileged.
